I found this reference on a web site about how to minister in the Holy Spirit and I bet this is it:<br/><br/>Limit confusion around the altar. Ministering the baptism in the Holy Spirit is not a group event. It can be confusing to have several people gathered around the seeker, all touching him or her and all praying out loud. One of the things that some of us have done (perhaps at your suggestion?) is to experiment with appropriately-hemmed-(below knee)-but-shorter-than-we-are-used-to A-line skirts.

The one in question (hypothetically) is more of a flared shape than some others (I’ve posted a photo of the (hypothetical) garment at http://blueshakti.blogspot.com/)

They do seem perfectly normal to me, though. People dress like this all the time in so-called black churches.
